Sheff Wed Confronts a 'Significant Problem', Says New Football Authority

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

Sheffield Wednesday's ongoing struggles are seen as a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman the regulator has stated.

In a wide-ranging interview, Kogan, who was named to the position this week, voiced concern towards Wednesday's fanbase.

The chairman convened with four supporters' associations connected to the football team in recent days.

The football club have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on multiple instances, including in last month.

"Obviously the club has become a major concern for the league and a significant problem for football," the chairman stated.

"The club represents one of the great brands for the English game and recently we have met supporters' organizations.

"We are seeking authority... which will enable us to take Wednesday and comparable cases brought to our attention if they warrant scrutiny and addressed."

Financial Struggles and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with prospective buyers.

Failure to pay player wages on time in March and May led to sanctions by the football authorities in June, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Authority's Position

The regulator explained: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a community organization that has existed throughout their lifetimes in multiple situations.

"I completely understand the club's situation, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the followers."

Inquired if the authority might compel an owner to sell a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to work with them.

"The final option we would consider is begin intervening in an individual club, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," Kogan said.

"However, realistically, when you look back over the history of the sport, over the past few decades there have been particular chairmen, a small minority, but some who have been irresponsible in the way which they've been managing their teams and eventually don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because if errors are made, if the football community fails, the extraordinary progress that's been made necessary will vanish swiftly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we've got to keep it going.

"Substantial financial resources flowing into the game and has been channeled for the past two decades, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the Premier League.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of England. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the opposition group in 2020.

The official contributed funds to Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I am no longer involved in any sort of politics."
